Dropped from killing mobs in the vale with a higher drop rate from the new rare spawns. As of 5.4 the previous Golden Lotus mini bosses for the quests are now rare spawns. These items do not vanish and are not soulbound so they can be sold, transferred and stored for later.

I was astounded by how much of a pain it is to create this dish. After the recipe dropped from a chest I was looking forward to saving some money on spirit buff food, but whatever you save in money will be spent and more in terms of time it takes to farm the rice.

The only outside area you can get this rice in is swarming with mobs and you will typically fight three mobs to get one rice, of which you need two to make one dish.

If you go inside the Halls, the rice seems to be more common, but not by much, you are still fighting the mobs that lurk everywhere.
