Tier 16 tokens can be traded inside your faction's shrine, in the balcony near the banks.

There is a vendor for each dificulty (raid finder, flexible, normal, and heroic).

For those unaware, this functions as a "univeral" tier piece, allowing purchase of a tier piece of any slot. You use this to buy the precursors, and then turn them into their appropriate role-specific piece. For example, if you were a monk who wanted tanking shoulders, you first purchase your shoulder token (Shoulders of the Cursed Protector), then use that token to purchase Shoulderguards of Seven Sacred Seals.

Essence of the Cursed Protector is a "universal currency" that allows you to purchase any of the Tier 16 pieces. First you use the essence to purchase one of the "Cursed Protector" pieces then you can turn that in for your Tier 16 piece.
