They are used in Arakkoa Archaeology. Similar to Dwarf Rune Stones etc. It helps reduce the number of fragments needed to solve an item!

The Arakkoa Ancient Nest Guardian requires 250 fragments. Having the 200 limit of fragments your character can have of 1 type, it means this actually NEEDS to be completed with the use of Ciphers. Save these items for this, and don't use them on things you can complete normally.

The current 6.1 patch notes contain

Increased the maximum amount of Arakkoa, Draenor Clans, and Ogre archeology fragments that can be held at a time to 250 (up from 200).
All rare Draenor archeology projects no longer cost more than 200 fragments to solve.

So if you got yourself a bit "stuck" on the Ancient Nest Guardian, and you got some patience to solve it. Time should fix everything :)

While working on the Ancient Nest Guardian, I hit the 200 fragment limit without having the requisite Ciphers. After losing over 50 fragments across the dig sites or treasure caches in Spires without luck, I contacted a GM about the problem. Their response was that the Nest Guardian was intended to be completed with Ciphers and that they couldn't do anything about it, but that I could buy the Ciphers on the AH.

So the take-away for me was to use the Ciphers normally,and if you didn't get three in the process of collecting the 200 fragments then hit up the AH.

It may cost you an arm and a leg, but hey, sell yours back after you don't need 'em anymore!

I just received two of these in the mail. Upon transferring them to my inventory, a ghostly Arakkoa voice said "You. Will. Die."

Anyone else getting these awesome yet terrifying sound bytes when finding these?

So if you are like me and having trouble figuring out how to actually use these...

On the Solve page for the artifact there are small 6 sided boxes at the bottom of the window. Drag the cipher into this window to complete the artifact.

This simple brain fart caused me so much frustration, I hope this helps someone.

Cant believe this hasn't been mentioned yet. This replaces the need for 20 fragments.

Correct me if I'm wrong, but it seems to me that using the items
Code arakkoa,Canne d'orateur des clans de Draenor,and Missive ogre to finish artifacts decreases your chances of getting the pristine version of said artifact.

Please correct me if I'm wrong as I'd like to figure this out myself!
