These are typically used in pandaria leatherworking when making some mail pieces.

You need 10 of these to make 1 prismatic scale (which is the reagent that's used to make different mail pieces). I only know all this because i've been making pandaria pieces as mogs for my hunter.

Anyway, there are some guides out there that tell you to go all the way to Krasarang Wilds and hunt the crocodiles there but you actually can easily get a hefty amount (and hunt timeless coins) by going to the Timeless isle and run up and down the coast where you get off of the main flight point where you'd be killing Great Turtles.

Skinning them I've found gives pretty often around 10 fragments at a time, making 1 Prismatic Scale total.
The drop rate of skinning these guys seemed to be a lot better than the crocs at Krasarang Wilds Islands.
