Weird item. And an example of how flaky item levels can be. But this looks worse than Grondo's Spare Eye which has an ilvl of 515 but has a +55 critical strike with an Equip: Your attacks have a chance to grant you 367 Strength for 15 sec. (15% chance, 85 sec cooldown). Unless the decreased cooldown and increased 5 seconds use is something that drastically improves you. Somebody who has done the math get back to me.

This popped epic for me, 568ilvl, +59 crit, %15 chance of 356 str. for 20sec.
