It's probably (hopefully) the new winged arakkoa model. The old Burning Crusade arakkoa always had a transformation item in the form of the Time-Lost Figurine.

Edit: For posterity, this item used to say it turned you into a "Skettis arakkoa."

If you're after this toy it pays to summon your smuggler Jim l’Honnête or Linny « la maigrichonne » Pochemplomb multiple times a day.

I got mine yesterday after the fourth summoning for that day. It's just one of those limited offers - if you don't see it it may just be that it will be available again in some time.

If you want to avoid waiting 10 min to resumon the NPC, queue for skirms, the timer resets when you come back.

Having done no questing in Draenor beyond establishing a level 1 Garrison in Shadowmoon Valley, I sought to build the Smuggler's Den in Spires of Arak simply to obtain the Charme crin-de-sang on an alt.

There was so much confusing, incomplete information regarding procuring this building that I wanted to share my exact process for anyone who wants to build the Smuggler's Den without questing beyond what is absolutely necessary. If there is a quicker way (and there very well may be), please let me know.

Note: If you've already built the Brewery in Southport, this won't help you.

I accepted neitherDes nouvelles des flèches d’Arak or Arrakoa Exodus, which are cited to be prequels.
While they are part of a full quest line, they are not essential to this specific task.

From my Garrison I flew to NPC Azik at /way 37.9, 18.0 in Spires of Arak.
Accepted Quest: The Shadows of Skettis.
Flew to NPC Reshad at /way 43.6, 13.0 in Spires of Arak.
Completed Quest: The Shadows of Skettis.

Accepted and Completed the following Quests from Reshad:

Hidden in Plain Sight.
Adherents of the Sun God.
Orders From On High.
At this point, Reshad will offer to train you in Archaeology and Inscription.
Accepted The Crone from Reshad.
Flew to NPC Ornekka at /way 51.6, 31.4 in Spires of Arak to complete Quest: The Crone.

Accepted the following Quests from Ornekka:

A Charming Deception.
All Due Respect.
Turned both of these in to Reshad.
Accepted and Completed Sythe's Secret from Reshad.

Reshad had no further quests at this location.

Flew to NPC Reshad at /way 51.6, 31.4 in Spires of Arak.

If youre like me and are after the Charme crin-de-sang, entering and leaving a skirmish will reset the 10 minute cooldown on her summoning spell. Pro tip for anyone still trying to get this item.

If you dont want to finish the skirmish, just make sure you hit an enemy before leaving and you wont recieve the deserter debuff.

Ok i can't even describe the frustration of how little comments are out there related to people like me who are on a toy hunt and come back to Spires of Arak years after i have done my quests here. I can't remember which building i've chosen to build in 2015. So i went to the Southport hub and ... nothing was there no quests awaiting for me... no smuggling run button. Then i realized i must have the wrong building and not the Tradepost. Seeing people describing it looking like the Trading post in the Garrison - mine was an Inn with a bartender... Ok how to i rebuild. It turns out that you need to speak to Lieutenant Willem
He will let you reset your choice for 5000g. Ok i swallow the cost and rebuild. A draft table appeared next to us. I chose Trading post this time. The Trading post was built and a quest chain started. I finished it with receiving Notes de montage pour la construction d'avant-poste. I went back to the Southport hub ... and nothing was there.... didn't know what was wrong. After 40 minutes of research it turned out that i had my special garrison spell button was hidden and i could show it again by running this command: /run PickupSpell(161691).

Oh my god the button (which was Smuggling Run) was in my hands ready to be put on one of my bars.

I really hope i help someone with my experience with this.

If you choose The Stoktron Brewery instead of the Smuggler's Den, you can change it out.
You need Travailler d’arak-pied after which you can speak to Lieutenant Willem, pay him 5000 gold and switch your outpost building.

NPC Sous-chef Gornek in Axefall to change outpost. There seems to be something about finishing certain quest lines if he doesn't offer you the ability to change your building. I finally have my Smuggler and can summon to get the toy. Whew...
