Confirmed that this CAN drop from Regular mobs. I received mine after switching to alchemy at level 100.
The flask dropped from a Gul'Var Grunt at 23, 26.

If you are trying to get this off the mobs you fight during the 3 quests right before Shadows Awaken, like I was just doing, then don't bother. I tried for 20-30 minutes with no luck. I handed those in grabbed Shadows Awaken and got it from Karnoth the moment he died.

If you want to change professions in Draenor (e.g. dropped skinning for alchemy), just train in your desired skill and then you can get the flask & related quest by killing mobs in Draenor - there is a high chance to drop the quest item needed for your new profession. The quest from looting the Mysterious Flask lets you learn the garrison blueprint and Draenor scroll for 700 profession skill.

Got it from the humanoids northen most point of Socrethar's Rise (first 4 mobs killed had it)

tried some of the other mobs for a while to no success, but got it fast at from these mobs. (I was a lvl 111 shaman so it was easy kills, might be harder at lower levels)
