are items meant to help lvl your professions if you're below 600. If your professions are 600 or higher, you can either vendor the item or choose a small amount of Garrison Resources (I believe it's 5 or 10). The tooltip on beta said to turn them in at the Garisson Quartermaster, but that tooltip seems ot have been removed (temporary or permanent). As there's no such person in the garrison (or not yet at least), the NPCs in your garrison will accept items related to their speciality.

The list is not exhaustive, I'll add more items as I come accross them.

Adding the required ingredients (5x Givrelette and 5x Ignescente (by right-clicking on the item with the required ingredients available) creates Fiole à potions réparée. If you are below lvl 600 in alchemy, it gives you a skill-up.

No known use if you are lvl 600+ (it used to be used for this Garrison alchemy quest , but that is no longer in game.

This item is created by restoring Fiole à potions craquelée, dropped in WoD zones.

It is a turn-in for the repeatable quest , which is only accessible if you are an Alchemist with skill below 600 level.

If you maxed your professions in Mists of Pandaria (to 600 skill) then this item is useless to you and can be safely sold to a vendor.
