This is harvested from the Wooly Clefthooves in the valley in front of the Sootstained Mining Camp, just south of Bladespire Fortress; after heading out of Bladespire, cross the bridge and take the ramp to the left down into the valley. You have to use the quest item to get the hides, and then afterward you can skin them normally for your leather loot.

You must use the quest item Bloodstained Skinning Knife on the Wooly Clefthoofs located in the valley at 28 / 47 to obtain this item. The bony corpse can afterwards be skinned with Skinning if you have it as your secondary profession.
