~~For Horde, Le butin de Flèchelame rewards the items to start all the primary crafting professions.~~ Looks like Blizzard removed that quest, thus changing how you acquire these items. I received them before I had finished the Bladespire Fortress quest line with my most recent character. The quests are two or 3 steps long and the final reward is an item you click to enable Draenor crafting as well as the level 1 blueprint for the related garrison building.

Guide de pêche en Draenor and Secourisme en Draenor both are found while fishing (as well as world drops) and Journal de cartographie fragile is found while digging. The remaining profession items -- Les joies de la cuisine de Draenor, Compendium sur les herbes de Draenor, Traité sur le minage en Draenor and Guide du dépeçage sur Draenor are random drops from out in the world. They do not have an associated quest, you just right click to learn the skill to the new Draenor max of 700.

NOTE: you can gather before you find these items, but if your skill is already level 600 you won't get any skill ups until you use the appropriate item.

Interesting I had this item drop while my Engineering skill is already maxxed. Although I had dropped another prof and rerolled engineering in its place.

Requirement for Horde players seems to be the kill of Dorogg the Ruthless in Crête de Givrefeu.
He can't be killed until you have the quest Le boucher de Flèchelame for him.

Quest chain starts in Wor'gol at Long-voyant Drek’Thar:

Honneur et récompenses - go to the Shamanstone in Wor'gol
return to your Garrison and get La tanière des loups from Long-voyant Drek’Thar (near the flight master). Click the Rylak loup-de-givre
Rassembler les Loups-de-Givre - talk to Draka
Tour de Gor’mas - fly to the marked quest area (/way 21.35 43.78 Gormaul Tower), follow Durotan and kill the enemies
Afficher les couleurs - kill 8 ogres and use your quest item Bannière loup-de-givre on them
Enter the the building and turn in the quest (left side)
Une mission inachevée - collect 5x Huile loup-de-givre (small barrels inside the rooms) and bring them to Gol’kosh, la Hache on the right side
Leave the Building and turn in the quest
De grandes boules de feu ! - follow the ramp upstairs and meet Thrall
Le boucher de Flèchelame - kill Dorogg le Brutal - this should be the quest/kill you want

If you want to finish the quest line:
En route pour le massacre - kill 10 ogres in the Bladespire Citadel
Armés et dangereux - click 10 Esclave loup-de-givre
Derniers pas - click the ladder behind Durotan (Video) and kill Gorr’thog
Installation - click Hurleur de givre

Canon à main calciné to gain the Pôle d'ingénierie, niveau 1 did not drop for me, maybe because I had the Garrison rank 3 and thus I already knew the bluepost due to the Garrison upgrade.
I didn't have the Engineer hut, so I went to the Engineer building in Fer-de-Lance (/way 69.26 41.0 Entrance to Nik Rondacier) and could buy Ingénierie de Draenor (80g). This tought me the wanted recepies.

Just had this item dropped for me after getting to Shadowmoon Valley on the quest from Khadgar's servant in my garrison. It dropped from my very first kill in Shadowmoon (though not my first kill at all) which means it's either RNG or you need to have begun your garrison campaign
Am a level 120 character that has barely done any quests in Draenor, garrison at level 3.

Just learned engineering and already did the quest that led to Dorogg so I went to kill some ogres. Took me about 30 kills around the Circle of Blood /way 27 25. in Frostfire Ridge.

The Ogres on the bridge leading up to Bladespire Citadel drop these prof quest items. I've gotten them here for various professions. Doesn't seem to matter if you've trained the WOD prof or not or if you've done any questing in FFR or not. Takes maybe 20-25 kills of any of the Bladespire ogres in this area: /way 22 40 Bladespire Ogres
