Just to give you an idea of how long it takes to get it and this is just my experience. I called the vendor out 4 times and I have completed 5/9 chapters for the area. I am not sure if it is the number of times you call the vendor or how far you have gotten in the area.

Also Ziri'ak is a lvl 99

I just did another toon and did 9/9 chapters but only pulled the seller out 1 time and the item was not there so it must not be about how far you are in the area.

Hmmm Something to give a try, if you took the Brewery, I wonder if someone else in your faction pulls out the rare goods vendor if you can see him or even buy anything from the rare goods vendor.

I just got this guy from the rare goods vendor in Spires of Arakk (if you select the Smuggler's Den as your outpost). Mine is lvl 99 epic arms warrior with um...

Pummel: used by a warrior to interrupt a spell .

Recklessness: used by a warrior to greatly increase burst damage .

Talonslayer: increases success chance when fighting Arakkoa & their minions.

Mountaineer: increases success chance when fighting in the mountains.

Plainsrunner: increases success chance when fighting on plains.

I took the brewery initially. Does anyone know if I swap to the smugglers, will this show up for me? I've heard in the other zones swapping outposts keeps the followers locked, but I want to see if this is a special case considering it's an item.

Just to clarify - this does give you a real Follower you can use on missions.

The "inactive" bit had me a bit spooked that it might be one of those gold sinks that Blizzard sometimes puts in the game. You know, jewellery trinkets that are essentially useless.

But no - I got a kickass Epic follower, level 99 Arms Warrior.

Pummel (counters Powerful Spell)
Heroic Leap (counters Danger Zones)

Ally of Argus (inc success when on mission with a draenei)
High Stamina (inc success when on missions longer than 7 hours)
Gnome Lover (inc success when on a mission with a gnome)

You have to build Smugglers Den in your Spires of Arak outpost then use it's ability to call vendor. There is a chance vendor will have Inactive Apexis Guardian which grants you Ziri'ak. Cost is 400g.

If you choose the Smuggler's Den, but do not complete the quest, you can summon the vendor until you get this, then abandon the quest and switch to the Brewery. That way you get both followers without any extra gold! This also works for the bag, toy, and other items the smuggler sells.

So; choose the Brewery option & get a 'free' follower, choose the Smuggling Run! option & you have to 'pay' for a follower... odd way to do things.

Dumbest way to give out a follower ever. I've been trying regularly for a month, sometimes multiple tries a day, and I still don't have it.

For those who want to spend less than 10.4k to purchase Ziri'ak as a follower, you will eventually be able to purchase Ziri'ak for 5k from Deluwin Whisperfield in your Garrison Town Hall. However, you won't get all the other little fun things from the Smuggler vendor in Spires.

I would imagine if you chose the Smuggler's Den you would get to purchase Ziri'ak from the smuggler vendor and later be able to purchase Hulda Shadowblade from Deluwin. Maybe not. Anyone able to verify if this is true?

I don't know if this is really a thing or I just got lucky, but when I stood next to the Inactive Apexis Destroyer at 31, 25(inside the cave) and summoned the smuggler, she finally brought me this item. The same happened with the sabreon toy and going to the area where the bloodmane tribe is. Worth a try if you're looking for these things.
