The previous comment that this item is for the +150 mana enchant (lesser arcanum of rumination) is no longer valid as this item has been removed from the game, making the Black Blood of the Tormented a useless item that can't be auctioned and vendors won't buy. Trash it.

As of 6.2.2A, this continues to drop - the quest requiring this item is no longer available - the item is complete junk, has no gold value and cannot be sold to vendor. Delete it from your inventory and move on.

As of 6.2.3, this item (Sang noir du Tourmenté) continues to drop from the Coffre sombre. Even though it remains a common (white) item, it is now a trash item and it is safe (and recommended) to delete it. The former head/leg enchantment it was associated with (Arcanum inférieur de rumination - and for that matter all other head gear enchantments) was (were) removed from the game in Mists of Pandaria (see: Head Enchants Removed in Mists of Pandaria According to Ghostcrawler).

Still dropping in June of 2018, so I don't think it's very high on Blizz's priority list. But, thank God for Wowhead, or I'd go crazy just trying to figure out where I got this from.
