These dropped plenty when i was on the assault quest. but couldnt figure yet the complete point to them.
I freed those guys, got morale to 100. but didnt quite know how to set them free so the morale would count towards the points needed for the assault.

if anybody knows. please drop a line

I had one left after completing Assault on Skettis. If you have lots of bag space it looks like you may be able to keep them until you get the quest again.

I always have full bags so I threw mine away.

I had one of these keys left over from previous quest and while on Treasure Quest: Amulet of Rukhmar I opened one of the leg irons to free a slave and got a piece ot the quest. Wish I had saved more!

Used during the assault quest too quickly finish the assault. The keys can be used to free prisoners for a morale boost, which add that percentage to your completion status. These stay in your inventory is unused, so in theory, you could collect a bunch of them and rush for the achievement at 100% morale. You are timed, so be quick if you are trying for this. As Aliadrin previously stated in a reply comment:

You have to go to the bird in the bubble, and tell him, "Yes, escort these refugees to safety." If you've got 100, you get your quest instantly completed and an achievement: Eggs in One Basket. Remember that each refugee only lasts for five minutes. After you have held a Refugee for five minutes, the All-Seeing Eye of Rukhmar locates him through his powerful ring of invisibility, then eats his soul and chucks him into the Twisting Nether
