Schematic for this gun upgrade can be purchased in your Engineering Works building inside your garrison. For Horde you want to speak with Pozzlow, for Alliance you will be speaking with Zaren Hoffle.

It can also be purchased in Ashran if you do not have the Engineering Works building placed in your garrison yet. For Horde you will be looking for Nik Steelrings in Warspear. Alliance will be looking for Sean Catchpole in Stormshield.

The schematic costs five Secrets of Draenor Engineering, which you can make with your engineering profession once per day.

This is one of the upgrade items for the iLevel 630 epic guns that engineers can make and use.

*UPDATE for June 23, 2015* - Canon rayé rochenoire instable and Kit de réglage de lunette de précision instable can no longer be crafted. Pre-patch 6.2 upgrade items (created before the patch) can be deconstructed to create the following:

As of 6.2, the new initial upgrade item will be Gâchette en vérifer (used for any and all upgrades until Stage 4). The upgrade items required for each stage are listed below:
Stage 1 to 2 (Item level 630 to 645) - Gâchette en vérifer
Stage 2 to 3 (Item level 645 to 660) - Gâchette en vérifer
Stage 3 to 4 (Item level 660 to 675) - Gâchette en vérifer
Stage 4 to 5 (Item level 675 to 690) - Canon à rouage amélioré
Stage 5 to 6 (Item level 690 to 705) - Percuteur en taladite

**Note that 3 separate Gâchette en vérifer items are required to get from Stage 1 to Stage 4.**

Notes about the upgrade items:

The upgrade items themselves are BoE and can be traded or sold on the Auction House
They can be used by anyone (not just engineers)
Using an upgrade item on a gun will NOT bind it to you if it is not already bound to you
The upgrade item will NOT change the combination or proportion of stats on the item (e.g. if non-upgraded version has versatility and haste, the upgraded item will also have versatility and haste, just more of each stat)
These items can be used on gear that is already equipped
These upgrade items are exclusively crafted by Engineers - you cannot craft them as a non-Engineering, even with the Engineering works building in your garrison
The Sang sauvage used for upgrades to Stage 2, 3 and 4 are obtained from the Garrison Barn, crafted by alchemists as a daily cooldown, or purchased from « Experte » Sazsel Chapardoigts (H)/Ashley Zérep (A) in your garrison for 25 Esprit primordial each
The Sylvechancre used for upgrades to Stage 5 and 6 are obtained from mining, herb gathering, skinning, or fishing in Tanaan Jungle

Notes about the Engineering guns (Déchiqueteur de Déchiquefer):

They are BoE and can be sold on the Auction House or traded
They DO NOT require Engineering to use
They can be equipped at Level 91
The guns require 100 Pièces de gyro-ressort to craft
The gun will be crafted with +93-139 each of two random secondary stats (chosen out of Critical Strike, Haste, Mastery, Versatility or Multistrike)
The secondary stats can be re-rolled (randomly reselected) using the consumable item Assemblage délicat de Didi (1 item required per re-roll)
The quantity of secondary stats when crafted is random as well (e.g. one item may have +133 crit and +104 haste, while another of the same type may have +130 crit and +110 haste)
The gun changes in appearance to be more elaborate as it is upgraded, with the addition of a scope, bayonet, and various golden scrollwork accents
The gun counts towards 1 of the 3 maximum Warlords of Draenor crafted items that you can have equipped at one time
