Using this got me a Striking Weapon Enhancement.
I take it that the type of weapon enhancement you get is random.
You can use that enhancement to, as it says, upgrade a follower weapon ilvl. This only works on lvl 100 followers.
This is done by right-clicking the item and the clicking on a follower in the Command Table follower list, in your garrison.

Can get from follower missions, but they don't appear often, so probably the fastest ways to get it are:

1) Build Fortin nain / Usine de guerre Niveau 2 lvl 2
Get War Mill Shipment from Work Orders

2) Build Centre de tri Niveau 2 lvl 2
Get Caisse de marchandises de récupération from follower missions (there is a chance to get them from every mission)
Open them in Salvage Yard

Follower weapons can be upgraded to a max of 675 (epic) with tokens. A higher item level means your followers can get garrison missions that give higher item level rewards.

Be careful the order you use your upgrade tokens - an item such as Armement rochenoire will jump to a fixed item level, while an item such as Amélioration d'arme de frappe will increase whatever item level they currently have. Use the fixed-level items first.

For maximum efficiency, use Armement draenique or Armement saturé de sang and then use the "Enhancement" tokens to finish bumping your item level to max.

Edit: Thankfully, you can not accidentally downgrade a follower's item level - but it is still best to be careful what order you use the items in for maximum results.

We can only hope that,one day,they will make these bnet.acc. items.Also Braced Armor Enhancement.That way we could speed up gearing the followers on one character

A Note (That I only just discovered) : The upgrade tokens created by clicking on these will STACK. Green, Blue, or Purple upgrades (armor or weapon) are stackable and so take up less bag space. They do NOT have to be applied to a Follower immediately. They can be turned into whatever upgrade token they will be (Rare, Uncommon or Epic) and then those tokens can be stacked in bags or bank.

Important!

On the Alpha, all follower enhancements and sets tokens listed bellow have their selling price drastically reduced and retain their BoP status. It's fair to assume that it will be the same when Legion become live.

If you have tons of them laying around make a profit and sell them now before the Legion Pre-Patch.
Meanwhile, use the Fortin nain / Usine de guerre Niveau 2 work orders with your excess Ressources de fief to get even more tokens to sell for gold. Keep a few stack in case they become BoA if you have a last alt to level up before legion.

For now they cost gold but with legion they will go for 5 to 20 copper.

These have a minimum level of 40 in shadowlands.

In Shadowlands, post level-squish, these now require character level 40 to use even though the resulting token is usable at a lower level. I've had an alt parked at the mission table to #AllTheThings some mogs that only come via the table, and at 39 he still can't use the armor or the weapon tokens even though he could use the resulting weaponry or armor set token.
