I suggest you all save up garrison resources and plan for some kind of garrison expansion, possibly T4 or just ship-yard patch. I'd also bet they're going to use the existing shipwrecks near our garrisons. It'd make no sense to salvage some of the material but leave all that true iron and blackrock rusting on the shore. Not to mention who knows much timber would be harvestable out of a hull that size.

It looks like you can construct boats like followers and send them on missions. There's a mention of training missions and achievements for completing a number of them that suggests they're highly repetitive. I hope developers are already integrating their garrison support addons for naval fleets.
