Her cauldron isn't once-per-day, but does have a cooldown of around 5-10 minutes (not sure on the exact time). On a second pass through my garrison after using the first brew I noticed I could click again for another round. Cheers! :)

This item can be obtained if you have applied the Hallow's Eve decoration Breuvage de sorcière to your garrison. This is one of 5 decorations that can be purchased and applied to your garrison, available for the Hallow's Eve holiday event.

All of the decorations can be purchased for Fournitures sinistres from the vendor Izzy Sacréplouf. In the Horde garrison she is standing at the center by the fire, and in the Alliance garrison she is next to the water fountain at the center.

Applying this decoration to your garrison spawns Brassemagie Patte de l’Ombre, along with a cauldron of brew.
In the Horde garrison, she can be found at (47,54) - outside the main building to the left (behind the Flight Master).
In the Alliance garrison, she can be found at (43,46) - at the center of the garrison, near the bottom of the stairs to the main building.

The cauldron of brew in front of her can be clicked to to obtain a Breuvage mystérieux.

Here are some further notes about Breuvage mystérieux:

Using this item will turn any player target into an Alemental (including yourself!)

This target does not have to be in your party/raid group.
Having no one targeted will apply this to yourself.
The transformation cannot be applied to NPCs.

Each item has 5 charges.
The item is instant (has no cast time).
The item is unique - as such, only one can be carried at a time.
You can obtain this item by going to someone else's garrison who has the Breuvage de sorcière active, and clicking the cauldron.
While you have Breuvage mystérieux in your bag, you will not be able to interact with the cauldron again

After you have consumed your brew (used all 5 charges) the cauldron will be interactable again and you can get another one with 5 more charges. If this is not the case, simply leave your garrison (make sure you go far enough out to have left the phasing area) and go back in - you should be able to pick up another brew.

The brew cannot be used in combat (i.e. you must be out of combat to use the item and gain the buff).
Entering combat and being attacked DOES NOT cancel the buff.
Spells, attacks, abilities and heals DO NOT cancel the buff.
The buff that is applied by the brew is also called Mysterious Brew, and lasts 5 minutes.
As with most buffs, the buff icon can be right-clicked to cancel the effect.
This item CAN be used outside of Draenor.
When struck in combat, the sounds you make are those of an alemental.
Shapeshifting (e.g. Loup fantôme) will not cancel the buff - after you shift back to normal, the alemental appearance resumes.
Mounting WILL NOT cancel the buff, but will cancel the visual effect until you dismount.
Using various toys that change your appearance (e.g. Chapeau de sorcier décoloré, Plume maudite d'Ikzan, Médaillon du défenseur céleste) will still change your appearance, but cancelling the respective buff will return you to the appearance of an alemental (while the Mysterious Brew buff lasts).
Interestingly, using Plume d'Aviana will still work, but the wings visualization does not appear, making it seem like you are running through the air!

Below are listed the other garrison decorations available, and their effects.

This NPC can only be looted once per day, and has a chance to drop the toy Sac d'araignées spectrales.

Some notes about the decorations outlined above:

Each character can buy 1 decoration per day, as the four dailies provide a total of 5 Fournitures sinistres per day.
The decorations are account bound, and can be sent to your other characters. As such, you can do the dailies on 4 alts and have all 5 decorations on your main on a single day!
They can only be displayed in a level 3 garrison.
Multiple decorations can be active in your garrison simultaneously.
Right-clicking a decoration to "use" it applies the effect described above to your garrison, and consumes the item. This effectively "unlocks" that decoration for your character, and it will be applied any time you choose after that.
You can speak to Izzy Sacréplouf and select "The party's over. Get rid of these decorations, Izzy." to remove the decorations.

If you have cancelled the garrison decoration as above, speaking to Izzy again and selecting "Make my garrison ready for a Hallow's Eve party." will reapply the decorations.
If you have unlocked more than one decoration, the above actions (to remove or restore the decorations) will do so to ALL decorations, not just selected ones.

The currency for the decorations (enabling you to buy them) is only available during Hallows End. As such, these decorations can only be acquired then. However, the decorations can be applied to your garrison (after you have unlocked them) all year round!
The decorations persist in your garrison until cancelled, across more than one day, and even if you log out.

There are 4 daily quests that grant Fournitures sinistres, which are used to buy garrison decorations.
All 4 of these quests have objectives in Shadowmoon Valley, at the Isle of Shadows. This little island is located at coordinates (39, 81) and is south west of Socrethar's Rise.

The quests are granted by Orukan in your garrison. This NPC stands next to Izzy Sacréplouf at the center of you garrison.

All of the quests require a level 100 character with a level 3 garrison. They all reward 1-2 Fournitures sinistres. After you have acquired all 5 different decorations, the Fournitures sinistres can be traded to Izzy Sacréplouf 1:1 for Bonbon farceurs.

I was unsatisfied with the clarity of the instructions on the Alemental Costume others have posted, so I am adding my own.

Hallow's End is arguably one of the most important holidays to do on every toon.

You can only set up a toon with access to the Alemental costume once per year, during Hallow's End. Once you set it up, its available year-round.

Breuvage mystérieux

How to get the Alemental costume:

1. Be at least level 100.
2. Get a level 3 WoD garrison on the toon.
3. The Hallow's End holiday must be active. (October).
4. Talk to Orukan in your level 3 garrison and grab the dailies. Orukan
5. Complete the dailies to earn 5x Spooky Supplies
6. Talk to vendor Izzy Hollyfizzle in your level 3 garrison Izzy Sacréplouf
7. Buy the Witch's Brew (garrison decoration) for 5x Spooky Supplies. Breuvage de sorcière
8. Right-click on the Witch's Brew to apply it to your level 3 garrison.
9. Brew-Witch Shadowpaw will spawn in your level 3 garrison. Brassemagie Patte de l’Ombre She is at 47,54 in the Horde garrison and 43,46 in the Alliance garrison.
10. Next to Shadowpaw is a cauldron of brew.

Now the rules get strange.

11. If you hover your cursor over the cauldron, your cursor will turn into a gear. Click it and you will get an item called Mysterious Brew. This Brew is like the Hallowed Wands. You can use it to change anyone into an Alemental for 5 minutes. It can be yourself, a party or raid member, someone of your faction that you are not grouped with at all. It cannot be used on NPCs. The Brew has 5 charges and is unique. You cannot carry more than 1. The cauldron is only clickable if you were not carrying a brew when you entered your garrison zone and have not used it in your current visit yet. If the cauldron is not clickable, make sure you delete the brew from your bags, then do a quick zone out / zone in of your garrison and the cauldron will be clickable again.

The garrison decorations can be put on display year-round. So once you add this decoration to your garrison, you can use it 365 days of the year. You can only unlock it during Hallow's End, and it must be unlocked on every toon you have. It is not account-wide.
