Hole is in the ground, close to the south side of the cliff. I actually stumbled into it. Scared me when i fell in near the river and waterfall. Coordinate is 56 / 25. It can be solo'ed. Im 845 sham, though i heard someone solo'd it at 804. He has 10M health. I had self heals. If you don't, bring a friend or 2.

You need 20 Starlight DUST. Not the actual Starlight Rose.. I couldn't get it to start, thought it was bugged. So make sure its the right one.

If you die during the encounter the 20 dust you spent to summon Tharillon are wasted and you need to collect (buy) 20 more.

896 Marksman hunter, nuked him. Didn't use heals, didn't even lose 10% of health. The dust isn't hard to get, try to solo it before you go nuts trying to find help.
