There ar two locations you can find these sea lions in Azsuna.
One of these places is at 40.88, 42.05 not that far from the Illidari Stand flight path, it's where the rare elite is located.
There is a second place opposite Challiane's Terrace just off an unamed island at 33.12, 18.87, there is little point following the coast around looking
for these sea lions. There are very few of them outside the quest locations.
