Drop rate is very poor (10/10-2016). My skinner isn't the same char as my leather worker. My skinner isn't leather worker, so I am afraid she wont be able to get them at all as I think they are from a leather worker quest. Nice going Blizzard. Really nice .. NOT !
I don't think they are auction-able either. Otherwise there might be a decent profit here for a time. In my opinion this item need to be a non quest item and available to skinners in general (annoying or not). Or have a much better drop rate..

Seem to get about 7-10 on average per kill of Pinerock Stalker. If you skin the Pinerock Stalker you can get an additional 2-5. Quick and easy!

Make sure you're going to the area highlighted on your (mini)map near Nesingwary's Retreat for this quest. I tried killing Mountain Prowlers closer to Thunder Totem because their names were highlighted to work with this quest; however the drop rate was abysmal, I got maybe 4 claws per 10 kills. The Pinerock Stalkers are the ones that will drop much more as stated above, and on every kill.
