Found in a treasure chest sitting on a perilous tree trunk hanging off of a cliff. Just south of the Skyhorn flight path, go south across the two bridges and then to your right is a snowy path along a cliff. You have to make some fancy jumps to land on the tree trunk with the chest on it.

When combined with the other 3 items it creates Cerf-volant corne-céleste plumeroc which functions exactly like Kit de planeur gobelin Which is a controllable slow fall.

I threw out the Derelict Kite because it was awful and didn't know it could be upgraded. Has anyone found a way to obtain a 2nd one?

start from the upper floor in "Thunder Totem" and goes to the east. After the camp goes left on the crossroads. Follow the road to a bridge and goes left after the bridge to the "Howling Hills". Before the road goes down, go to the left to the mountain. Follow the very narrow path on the rock face to the place where you can see an protruding tree trunk in the rock, over a waterfall near Skyhorn. Jump carefully on the tree trunk and loot the Coffre au trésor, you will get Cerf-volant corne-céleste abandonné.

I recommend picking up the Derelict Skyhorn Kite last and getting all three feathers first, especially if you don't have another slow fall or the Flight Master's Whistle. All three feathers are in locations that are easy to walk away from.

The kite, on the other hand, is on a plank sticking out of the side of a cliff that you have to jump onto. There's no getting out of there on foot. Your choices are pretty much to fall to your death, to hearth/teleport out, to use the aforementioned whistle, or to slow fall. Since the item you're creating IS a slow-fall (and will last long enough to get you ALL the way down, should you miss another cliff to land on) I recommend getting this one last, forming the final item while on the plank, and using it to get down from there.

You can use both Derelect Skyhorn Kite AND RocFeather Skyhorn Kite on your alts!

When I first used the Derelect Skyhorn Kite it looked like both kits were hit with the 15 min cooldown.

But when I looked about 5 min later the Rocfeather Skyhorn Kite was off the cooldown!

Nice to get a little extra when you need it. Will get back when I have had time to test how the cooldowns work on them.

Best to make this the last one you get, for obvious reasons. Otherwise have a glider, Avalanche potion, or slow fall ready

I thought I'd give this derelict kite a try from where I found it. Unfortunately, it does not steer and is just a slowfall! Since the assembled kite steers, I didn't expect this.

Luckily for me there was another tree below the first one to catch my fall, but I thought I'd offer this as a warning to other experimenters. Experiment somewhere closer to the ground. :-)

After falling off the cliff twice trying to reach this chest I used the Whole-Body Shrinka' Toy (Purchased from Darkspear Quartermaster Ravika in Echo Isles) with amazing success! Easy mode.

Useful for non-engineers.
It triggers the cooldown on your Goblin glider, which is far more useful.
The latter has a 2min glide and it seems to be more controllable due to the reduced falling speed.

Get the feathers BEFORE you go for the kite. When you do obtain the kite, as per the comments here, the only way off the tree branch is DOWN. Certain death if you do not have a glider or slow fall. So construct your kite. Done!

(Lol. When I used it from the edge of the tree branch I made it as far as Nashal the Watcher in Stormheim. Right on top! I waited out the short (shared) cooldown for my Goblin Glider and set off again. Who needs flying!)

As a Hunter, there is an alternative to all the mechanisms and spells you can use in-game to slow your fall.
By using Tome de la bête hybride, you'll learn to tame Chasseur crin-de-plume. Those have a special ability called: Courant ascendant.
This gives you a slow-fall, without cooldown, for 30 sec.
The only drawback is that you can not steer/change direction after you jump.

Has nothing to do with getting the kite, but... when in a situation like this, a small branch and a LONG fall down... mount up your largest mount and take a screenshot. It's hilarious to see a brutasaur or tundra mammoth on a tiny branch.
