This food is the highest tier food (one out of three "tiers" of foods at Legion launch). It grants Haste for 1 hour. The duration of this buff can be extended with Bacon croustillant.

The 3 tiers of Haste foods are:

Basic (+225 Haste) - Moussebranchie frite
Better (+300 Haste) - Terre et mer de Suramar
Best (+375 Haste) - Salade azshari

There are various sources for the foods of the Broken Isles, including drops, quests, and from the new Nomi cooking station work orders.

There are 8 food recipes that are quest rewards (see the chart below for most of the sources):

Most of the other recipes are obtained from work orders in Nomi's kitchen. These work orders require various meat/fish to start, and can reward new recipes.
After learning any legion recipe (e.g. from drops/quests), Nomi appears and starts the following short quest chain to set up your kitchen:

All of the recipes require some vendor ingredients. The vendor ingredients are available from Misensi in the Filthy Animal (Horde Inn in Dalaran) and Bradford Duncan in A Hero's Welcome (Alliance Inn in Dalaran)

The vendor ingredients and base prices (they are sold in stacks of 5 - prices below are per item) are:

These vendors are associated with specific factions - Saccage-Soleil for Misensi and Concordat argenté for Bradford Duncan. Reputation discounts apply accordingly.

Tranche de bacon is a special ingredient obtained only from World Quests. You need a certain skill level in cooking for these quests to appear.

Tranche de bacon is an ingredient for both feasts, as well as for Bacon croustillant.

In addition, each recipe has 3 ranks, which will either increase yields or decrease crafting costs for food

For individual buff foods, Rank 1 produces 5 pieces of food, Rank 2 produces 7 pieces, and Rank 3 produces 10 pieces.
For feasts, Rank 1 requires 5 of various dishes, Rank 2 requires 4 of each dish, and Rank 3 requires 3 of each dish.
Most (if not all) of the Rank 2 and 3 recipes are obtained from Nomi's Test Kitchen work orders.

I tried to get this for several days without any luck. Yesterday, I was farming Ancient Mana when half of the Suramar Surf and Turf Recipe dropped off a deer in Suramar. I went and picked up the other half of the recipe from the spikeback crabs on the east coast near the Vrykul area and made the Surf and Turf recipe from the halves. This morning I got the Surf and Turf two star recipe and the Azshari Salad recipe from Nomi out of Lean Shanks. Totally speculation, but since Suramar Surf and Turf is an ingredient for the Azshari Salad, you may have to have learned the Surf and Turf recipe before the salad recipe will drop.

I learnt this recipe from Nomi's Test Kitchen by turning in Jarret dégraissé.
I didn't learn Recette : Terre et mer de Suramar before.
This means that knowing Suramar Surf and Turf is not a requirement.
