This item is located in the upstairs portion of the inscription shop in New Dalaran. You have to click on the ladder to reach it. For some reason my camera has issues the first time I hopped on the ladder but reset as soon as I hit exit vehicle. So basically mount ladder>exit vehicle>mount ladder again and it will carry you right up to the book and it will be smack dab in front of you.

Oddly enough when my toon went up the ladder, the camera view was top down only and the book was not visible/out of sight and couldn't be clicked on. Nothing could change the camera view. A quick reload of the UI solved it, next time up the ladder, got a first person view and the book was right in front as described above.
