This is a quest reward from the quest 'Eating Into Our Business' which is given by Rax Sixtrigger in Stormheim. The alternate reward is a Swatch of Priceless Silk . At this time, I have no idea what the function may be of the item, although a zone buff may be a good guess like the coin from WoD-Frostfire Ridge.

All rewards from this guy's quest line look fancy, but are really just fancy trash kinda like the treasure seeking necklace in previous expansions. Don't spend time wondering which one you are going to choose. They give absolutely no benefit or no "on use" option.

Keep it in your bags until you complete all of his quest line. You'll eventually get an item called Rax's Magnifying Glass that is used to convert this and the other seemingly useless quest rewards into vendorable gray items.

The Mysterious Coin turns into An Old Venture Coin upon appraisal.

After doing 3 or 4 of the quests I abandoned the line as they were running me all over the zone which I had already explored and the quest areas were not the easiest to get to. Maybe if you pick them up at the start of questing or while doing world quests they might be fun but for such a low payout they don't seem worth doing on their own.

I'm keeping the mysterious coin as it is instead of examining it because sometimes a mystery is good just for the thrill of not knowing.
