So this is a update from my old post. The Staff appearance has been found here is the guide on how to obtain it. Thanks to Kharneus that provided Wowhead with this information and all the members in the (Order of the Shepherd) over at Discord and all the Arcane mages who help piece this puzzle together.
I do not take credit for this find credit goes out to the members of discord/Wowhead this is just a guide for those who search this appearance on Wowhead.

1.) Polymorph specific mobs in 5 different Broken Isles zones:
Azsuna - Hippogriffe aile-à-pic
Highmountain - Chèvre des Hauts-Pics
Stormheim - Jeune cornerune des plaines
Suramar - Biche de Coeur-du-Bois
Val'sharah - Courserêve sauvage

2.) Reach Artifact Knowledge 6

3.) There is a daily roll (Sheep Summon Daily Roll) for a Mouton instable to spawn within the Hall du Gardien and when it does, right click it a few times and it will explode

4.) Find an Mouton de Tornheim extrêmement instable roaming around in Runewood in Stormheim, right click it a few times and it will explode.

5.) Head to Tower of Azora in Forêt d’Elwynn and complete a short event, Believe these tie into the event.

6.) You get your staff!

Theres little something special with this appearance when you polymorph something with this, the staff has a chance to turn into a sheep. XD Enjoy and have fun rounding up your sheep.

Maybe if you polymorph a creature the same number of times it took in Warcraft 3 to make a sheep explode, it will do something in Legion, like... explode ?

I was just poking around with Cote "Shepard" Metcalf, his name anyways.
I used several different anagram creators to see if anything could be made from his name and in the English language I finally came up with the 3 word phrase Mal-crafted sheepcote. I know it sounds crazy, and might be completely pointless, but sheepcote is an enclosure for sheep, and mal-crafted means poorly crafted. Is there anything that possibly could relate too it...it makes me think of the Bradensbrook people that have sheep scattered everywhere because there sheep enclosure is poorly crafted.

Again it possibly sounds crazy and might not mean anything but Cote "Shepard" Metcalf is probably in someway related to this artifact and I was just rearranging the letters in his name since it seems peculiar thought it might give a hint. Just trying to be helpful, maybe someone else can find a different clue in his name :).

I tried looking around the Eye of Azshara for neutral mobs to sheep. So far I found snails, turtles and sea rays. All polymoprhed them, no results.

This appearance is gated at Artifact Knowledge: Rank 6. The Sheep Summon Daily Roll will then happen whenever you "enter" Hall du Gardien for the first time in a day (you no longer can reset the roll by relogging inside the Class Hall and going through the doorway to Dalaran Portal). This will start a gauntlet of events that will end up in getting Charge du mérinomancien from Cote Metcalf dit « le Berger ».

AK6 does trigger a Yes on the Summon Sheep daily within the Halls of the Guardian. It triggers when entering. Perhaps it's more or less the same like with the Frost hidden skin.

EDIT: Relogging back outside in Dalaran seems to reset that trigger back to a NO.

We have just found the arcane hidden artifact appearance on a 500 member Discord group (Order of the Shepherd) on which I am a moderator.

We've been working for 1 month, but we've come to this conclusion:
1.) Polymorph specific mobs in 5 different Broken Isles zones:
Azsuna - Cliffwing Hippogryph
Highmountain - Highpeak Goat
Stormheim - Plains Runehorn Calf
Suramar - Heartwood Doe
Val'sharah - Wild Dreamrunner

2.) Reach Artifact Knowledge 6

3.) There is a daily roll for a volatile sheep to spawn within the Hall of the Guardian and when it does, right click it a few times and it will explode

4.) Find an Extremely Volatile Stormheim Sheep roaming around in Runewood in Stormheim, right click it a few times and it will explode.

You can check if you've sheeped something with:

If it's false you still need it, and true if you have sheeped it.

If you're like me and are worried you're somehow missing the class hall sheep event, apparently a dialog box from Cote will pop up before the sheep does at the entrance.

For anyone who was wondering:

- I did *everything* from polymorphing the NPCs to the final fight in Fire Spec.

- I used Polymorph Black Cat on all the NPCs.

- Unlike the frostfire event trigger (which was a small emote notification for me) the notification for me looked like a WQ--you saw a character's face and the text bubble. You can't miss it.

- I had teleported into the Hall of the Guardian (after server reset) and was WALKING OUT when I got the notification from Cote.

I hope all that helps someone with their questions.

I've polymorphed all the mobs listed, completed stage 2, and now I have been waiting weeks for the quest to pop in my class hall. Is it supposed to take this long? What am I missing?

Ok so I figured the best way to get 3 of 4 appearances is just to go farm the Hidden fire appearance. Do the 100dungeons, 200World Quests, and 1000PVP kills and it unlocks the hidden appearance for those across all three weapons. You won't get the original model but for those that want the appearances before the RNG hits this will be one method to get the appearances.

I got the Stormheim Sheep to talk to me in the class hall, but i didn´t see or click on any sheep at that time. Went to Stormheim, but didn´t find the Sheep there even though i used NPCScan and a macro.
Does anyone know what this means or how you can check your eligibility to the Stormheim Sheep?

It's valid to recall that during the relog glitch, people were complaining about long hours of trying in order to get the appearance; Reports saying that some took about three hundred relogs and 2-4 hour ranges in order to get it. "300 relogs" means like a year of daily trying to unlock it.

If that's accurate - and I really think it is at this point, 6 weeks and trying - Blizz better change that or it'll be the rarest hidden artifact appearance. I dare say it already is.

I logged in today, checked my macro, it posted as yes (meaning i had rolled), but no Cote saying Success! I went down the stairs to roll for the frost appearance, no luck on that front either... Walked back upstairs, went afk for about a minute, came back and noticed a sheep next to me, following me. So, obviously i clicked it a bunch and started the event and got it. I'm posting this here so you guys know, to make sure it didn't proc, wait a minute and take a good look around before going about your day, wouldn't want anyone to miss out of a proc that was successful and just bugged out like mine did. Does anyone knows if its possible to get the daily sheep roll in other spec that is not arcane? I just received the frost hidden while i was on fire spec and loot spec, i really didnt even noticed, but i ve been changing to arcane every time i teleport to the class hall for the first time on the day.

For some reason today I logged onto my mage and got an alert from the Extremely Volatile Stormheim Sheep in my class hall. This was weird for a number of reasons.
-I was Frost spec
-I was AK level 4
-I hadn't polymorphed ANYTHING in search of the appearance
(Didn't stop me from immediately searching for the sheep, though. No luck, but oh well.)

Has any arcane mages even got this? I've seen 0 arcane mages with this on my realm (Ravencrest), And I've been at this for months and months, but no success so far. I've polymorphed the 5 mobs, and teleported to my class hall every day for several months since i got enough artifact knowledge, but the event has never occured, not once. What am I doing wrong?

Here's some more specific information to replace the vague descriptions given:

1) It took a long time for me to succeed at my daily roll in my class hall, months. Every day I'd teleport to my class hall and go down the steps. Eventually one day I saw the dialog pop up and the sheep was there at the bottom of the steps. I had to click it several times to get it to explode.

2) I immediately went to Stormheim and it took me a LONG time to find the sheep. Saying it's in Runewood is misleading, it can be anywhere around that area (go to Mouton de Tornheim extrêmement instable comments to get some suggestions). Mine was at the very West part of Field of Fallen Kings and was not very large so easy to miss. I also had to click on him several times to get him to explode.

3) I'm horde so I teleported to Stonard to fly to Tower of Azora. It's of course in an Alli zone with pvp flagged mobs and level 110 guards that will show up if you hang around very long. If you go near the entrance to the tower, this guy (Cote Metcalf dit « le Berger ») shows up, has a brief dialog, and is attacked by sheep. Not sure if you need to help him but I did just to get it over with faster. Eventually you end up having to kill him and you loot the hidden off of him.

Daily roll (1 time per day) triggers after you use Teleport: Hall of the Guardian.

Right after, the chat window popup appears, THEN the sheep appears and starts to follow you around as you walk around in your order hall.

Basically, relogs/recasts don't help and you don't need to look for the sheep as you'll see chatbox first.

I went through everything and got to elwynn forest. Did the event at the tower and ally was there and tagged Cote "Shepard" Metcalf. I couldn't loot him. Now I can't do any part of the chain and Blizz GM can't help. Any ideas.

I have done all of the steps and am up to the event in Elwynn, i have flown there but the NPC Cote "Shepherd" Metcalf is not able to be interacted with or talked to and is not talking to Theocritus. I have opened a ticket and got this response:

Thank you for taking the time to reach out to me today! I understand you're having some trouble getting Woolomancers Stave and weren't exactly sure how to start the event! We've seen reports on the event locking up occasionally, which is fixed with a server reset during Tuesday maintenance. However, if you don't want to wait that long another method you can do is to "Realm Hop".

Realm hopping is easily done, you only need to have another player from another realm invite you to his/her party which will transport you to their realm. Once you get to another person’s realm the event triggering may not be bugged for them and you should be able to get it to work :)

I have tried realm hoping and it hasnt worked yet (I am Horde on Saurfang). and this is the second week of me trying. Has anyone had this problem?

Does anyone know if there is a timer on when the volatile sheep shows up in your order hall and the time you click on it? I got the emote saying success and then noticed a short time later i had a sheep following me but when I tried to click on it nothing happened. I clicked on it multiple times and it disappeared but nothing happened. This is after waiting months for this damn thing to pop up.

There is a know issue that event near the Tower of Azora does't start. Since Blizz didn`t fixed it yet there is different solution. What you gonna need is to hop to a zone phase on the other cross realm group.

1. Find a person on the different cross realm group server
2. Ask this person to go to the Elwynn Forest
3. Person invites you to a group and you accept
4. You enter the Elwynn Forest zone (just to make sure you got into a phase you might want go to Duskwood and return right you are in the group) and go to the tower
5. Profit!

If event still doesn't start - try other server/cross realm group.

The day after reaching 110 on my mage, i got the sheep to spawn in my order hall, i clicked it a few times to make it explode, made my way to stormheim and after about 30 minutes i found my sheep at the morvigbjorn rare, then i went to elwynn and did the event, the sheeps and boss itself dont hit too hard on a 806 mage so its not hard, just depends on luck :)

Ok, so here's how to get The Woolomancer's Charge appearance for your arcane staff:
1. You have to sheep 5 different mobs in 5 areas - all of them are 'yellow' non-aggro beasts:
Cliffwing Hippogryph - these are found in Azsuna, the easiest way is to get to Illidari Stand and go north, there's plenty of them walking around
Wild Dreamrunner - easily found in Val'sharah near the Grove of Cenarius - just go to Temple of Elune and follow south
Highpeak Goat - found in Highmountain, fly to Ironhorn Enclave and follow the path to the peak
Heartwood Doe - fly to Crimson Thicket in Suramar, there's plenty of them walking around
Highlands Runehorn Calf - these are east of Hrydshal, you may want to take a Stormheim port from your order hall and use slow fall or your Flight Master's Whistle to get down - they are walking in groups with Runehorns and Bulls it's the small one that you need to sheep.
Every time you ship one of those mobs you will get a dialogue box popping up with a sheep bleat '...'
2. The next step is pure RNG - when you teleport to your class order hall you have (once a day) chance to trigger a spawn of Volatile Sheep. If it does spawn for you, you will see Cote's dialogue box saying 'Success!' - the ship will be standing just next to Dalaran portal, all you have to do is to right-click it couple times to make it explode. After you do you'll get another speech box, this time Extemely Volatile Stormheim Sheep bleating '...' - for some reason you can see someone else's sheep dialogue box, so if you see that one in Hall of the guardian without doing previous mob sheeping, means someone just made their sheep explode in the class hall :) As I said this step is pure luck, so it may take some time until you get your sheep to spawn (for me it was around 3 weeks).
3. After that you just need to go to Stormheim in search of Extremely Volatile Stormheim Sheep. This is usually spawning somewhere around Runewood - the best way to find it would be to make /target macro, go to Valdisdall and just run around Runewood spamming macro - it didn't take me even 2 minutes until I got my sheep. Just as the previous one, click it couple times to make it explode, which should result in getting an angry bleat '...' from Enraged Volatile Elwynn Sheep.
4. In this case you need to go to Elwynn Forrest, to Tower of Azora. Once there you will see Cote talking to Theocritus, tower mage:

Cote: I swear it! The staff came to life! I must discover how it works!
Theocritus: You've lost your mind, Shepherd!
Cote: Only a few more sheep! I'm so close to unlocking the mysteries of this artifact!
Theocritus: Keep your fantasies to yourself! You are no longer welcome here!

After Theocritus is gone, you've got an option to talk to Cote:
'Do you hear something? Is that... bleating?'
After you click it, Cote shouts: 'Oh, sheep!' and waves of Enraged Elwynn Sheep and Enraged Volatile Elwynn Sheep start attacking him. Be careful, as the volatile ones explode when killed. After killing 3 waves of sheep, a peasant called Craig Ryan V comes in running and shouting:

Craig: He turned my family into sheep!
Cote: Nonsense! Don't believe this maniac!
Craig: He did! That dead sheep was my cousin Johnny!
Cote: Shut up, peasant!
Cote turns Craig into sheep, and yells: Curses! Can you pretend you didn't see that?
After that, he turns hostile. When you kill him, he drops The Woolomancer's Charge.

You don't have to be an arcane mage to start the whole event (I was in frost spec from the beginning to the end) however, you need to be in arcane spec to use The Woolomancer's Charge (otherwise, you can't equip Aluneth. It unlocks hidden appearance of your staff. When equipped, it comes to life from time to time, when polymorphing targets.

Little Update to make things a whole lot easier.

First: i have an extended macro to check if you did all the sheep correctly. This will show what parts/sheeps you got and wich you don't. If all the output comes out green (exept hall_daily, thats just a counter to see if you had a daily roll) then you can fly to the Tower of Azora:

Secondly, the Tower of Azora part can be bugged. This makes all the people present but the event does not start. I had this too and the solution is a realmchange. Have a friend (or in my case a second account) make a char on another realm and invite him/her to a party. Make them leader and be in Elwynn Forest then you zone in and out (i flew across the river to duskwood and back) and the event started for me :)

Using the following script I found in the comments "/run print(IsQuestFlaggedCompleted(43828))", I noticed that if you log on directly in the class order hall, and don't come out, the hidden quest that decides if the sheep is going to appear doesn't complete. So if your mage is an alt that you just log onto every day for that quest, make sure to teleport outside and teleport back inside each day.

I have to relay my struggle to get this slap stick staff. After excitedly logging on after a full day of work, I get the trigger after only a few days. Lucky, right? I have been wanting this staff since I found out about it's existence. I get to the Tower of Azora (btw I'm a Horde toon) and start fighting sheep. Those sheep explode and HURT when they do, so I blink around trying to put some distance between me and the sheep. A poor gnome is a bystander to this, but gets caught in an AOE and dies. Thinking nothing of it I continue, only to see some ally Paladin running towards me. Shocked and still trying to dodge sheep, I get ganked. Respawn, only to see him camping my corpse. Gets ganked, AGAIN. 2nd respawn I hop on a mount and fly into the air. This guy. This guy flies up, gets on a goblin glider and tries to kill me in the air! I'm just trying to get my freaking sheep staff, so I do nothing to him. I fly away for a minute until I'm no longer flagged for PVP then go back to Cote. Paladin homie is still camping me, but he spends the rest of a minute watching me get my Woolomancer's Charge.

In addition to all the great information here already, when you're at the point where you're looking for the Extremely Volatile Stormheim Sheep, it will be a sheep with a green name. It walks around in a small area but very quickly. So when you're flying over Runewood, just keep a look out for a quickly moving green name. Makes it easier than trying to see which of these beasts in the area is a sheep.

I've done all the sheeping in the zones and am now waiting for my daily roll to happen. Not to succeed... But to happen. When I run:

Both say No. That means the roll isn't happening, right? Otherwise I've misunderstood the script. I've tried teleporting out and inside a few times. AFKing at the stairs near the portal, but no matter how long I wait the response is always double no. :(

When I got to Tower of Azora, Cote was bugged and not speaking. Having read other comments here, I knew this was a common problem that can only be solved by the weekly realm reset or hopping to another realm. As a Horde mage, I wasn't able to find another Horde player in Elwynn Forest who could invite me for realm hop, so I had just resigned myself to having to wait for the weekly reset. I was standing there next to the npc for a while, just tabbed out and reading some other websites, when I decided to check back in. To my surprise, the npcs started talking to each other, and I was then able to interact with Cote and start the event, and now I have the Woolomancer's Charge.

So, if you get there and the event seems bugged, it may be worth hanging around for a while, since that's all I did and luckily it randomly started working again.

I really don't know why I don't find mentioned here, that friend "Cote" is a really ^&*!head - for people like me who read the guide that tells you about a "little event in Elwynn": this little event has a deadly, oneshot ability in it. Interrupt Cote or die.

So did the event at the tower today. When I got there the event would not start and Craig stood outside already. Relogged, zoned, respecced but nothing happened. Last resort I ported to Orgrimmar, turned on War Mode, went back to the tower and then the event started!

Just an FYI this hidden artifact appearance is not able to transmogrified onto a better staff. Grinded this for my mage alt so I could have it when BFA launched, got lucky with a titanforged 230 staff but was not able to transmog this appearance on the staff. Even though you can transmog both the frost and fire hidden artifact appearances. I would get it if you could do none of the hidden artifact appearances or even if you could transmog the woolamancer's charge appearance and just not get the proc.

EDIT: I spoke to soon, this item did end up coming up as being able to be transmogrified. However currently I am unable to replicate if the item will proc when transmogrified.

Somehow after the prepatch for Shadowlands after the first sheeping part it unlocked the fourth appearance (the yellow one) for me.
I still had to complete the quest to unlock the first one.

Had to log out/log in after completing the last quest to make it available.

If anyone is having issues with this in Patch 10.2.0 and not getting credit for Polymorphing the Hippogriffe aile-à-pic, I found that making them hostile then sheeping gave me credit. Was having issues with not getting the Volatile Sheep "..." confirmation message with the Hippogriffe aile-à-pic but success with sheeping the other 4 in the neutral state and this worked.

Also reposting, here is an updated working script in 10.2.0 from Hyphie to check which of the 5 mobs you need to sheep:

You learn it as arcane, but you can use the transmog as any spec. You have to have a staff equipped, because you transmog it from the staves tab, not the artifact one.
Also, i could not make the effect happen so far.

the animation works if u transmog a staff to this skin however it has something like a 5 min internal cd or a 1% proc chance, which i think its ok since triggering too often would become annoying and not special
