Alright so turning in Sou fétiche de Marin Brouillecaboche or Ticket du caveau allows you a chance to pick from items in the Vault, one of them being this Sac de potions de bataille item.

The buffs are as follows;

Repeat buffs will add 30min to the remaining duration.

The buffs do not seem to work in dungeons at the moment. Shame.

As I only see it in a comment reply I'll post this as a seperate comment, but credit due to Vifor. Mizerok has the correct buffs and also the order in which they are applied, but what might not be so obvious is how the buffs apply exactly:

The buffs applied by this item are applied in a fixed order.
The buffs stack, and using the item will apply the next unavailable buff.
If all buffs are up it adds 30 minutes to a random buff.
Mind that the area restriction is very unforgiving: leaving the Broken Isles in any way will cancel all buffs straight away

Currently with one bag on six charges, you can basically decide to do one of the following four scenarios with one item, which are typically similar to the roll chances with Jet d’osselets:

Apply Potion de ruse de Valeera six times
Apply Potion de ruse de Valeera and Élixir de vitesse de Taoshi three times.
Apply Potion de ruse de Valeera, Élixir de vitesse de Taoshi and Tonique d’agilité de Tess twice.
Apply all buffs once.

In all honesty, using multiple buffs is risky due to the area requirement. In addition, the last three buffs (Ravenholdt, Garona and Tethys) are not that interesting for world quest farming, especially the dodge chance from Garona. I usually use one of the first three options in the above list, depending on how many quests I'm farming.

I keep losing the buff before it expires. I think I've figured out that every time you change zones (within the Broken Isles) you lose the buff. Very annoying.

It always seems like there's another item that is more useful than the battle potions.

It's nicer to have a stack of vanishing powders or poisoned throwing knives than a potion that gives just an ok buff.

The vanishing powder, especially, has kept me from dying or being forced to fight when i would rather not exert the effort, many times.
