You obtain the Fiole d'ombres tourbillonnantes from a mission at your Class Hall. The mission popped up for me once I got one of my followers around ilvl 830. Once I completed the mission, I was given the raid quest "Into the Nightmare: Xavius", and upon completion, it'll reward you with a "Cache of Nightmarish Treasures".

I will say that I enjoy the way they're going with caches this expansion, having to actually defeat the boss to receive a cache, rather than just sending out followers/champions to get it for you.

There's one mission, but four difficulty levels for everything else. This is Raid Finder.

Worth noting that the resulting quest Into the Nightmare: Xavius can be completed in any difficulty, so hop into the next Rift of Aln LFR and you'll be finished in next to no time.

I got a heroic cache containing one iLvl 865 item @ 871 average iLvl, but your mileage may vary.

Just thought I'd share the loot I've received from this mission quest:

Nightmare Engulfed Jewel - Mythic Warforged ilvl 890 (Dragons loot)
Cozy Dryad Hoof-Socks - Mythic ilvl 880 (Cenarius loot)

Definitely don't blow this quest off. Having a chance at loot further beyond your progression is wonderful!

If you have two of these items in your bag, you won't get credit for both. You will be able to accept the quest from the second one after you turn in the quest from the first one.
