For what it's worth; don't bother holding onto these until 110. I only just started my Order Hall Campaign (at 110) and you are still reward one of these. I was hoping it would perhaps boost my Artifact Power instead, but it did not.

At lvl 102 gained 30,700 exp.

From comments, this seems to scale poorly.
So it gives a greater % bonus to lower lvl's, compared to how much xp is required in that lvl.

xp required from lvl 100 to 110 is the same, no matter when you use boosts.

Maybe you need an xp boost more, in lvl 109, and it will provide slightly more xp at that lvl.
