I decided to gain a level or two before using this. At level 104 I was provided with 7800xp. Based on other responses this items scales, so it may be best to wait a few levels to drop one.

I received 8180 xp at level 105 which you might notice is a bit more than other people are getting. Probably because I was in a battleground at the time and my level was displaying as 109 at the time.

This item may have been beefed up- at 102 I just got 11,092 xp from it.

With full heirlooms I was able to get about 20K XP at level 101, so make sure to equip any heirlooms before using this item.
