Voilà comment obtenir votre Plans : Rapière flamboyante, merci à Varinn pour la solution en anglais :

Afin d'obtenir le contenu du coffre perdu dans le temps il vous faudra procéder par étape. Dans un premier temps, rendez-vous dans la grotte (47.54. 46.91) dans les Gorge des Vents brûlants. Une fois à l'intérieur, allez à droite et tuez les Ame en peine en flammes incendiaire jusqu'à obtenir une Huile de lave(armez vous de patience, cela prends plus ou moins de temps selon votre chance et vous ne pourrez malheureusement pas vous en procurer à l'Hôtel des ventes puisqu'il est lié quand ramassé). Lorsque vous avez votre Huile de lave avec vous, rejoignez maintenant l'entrée d'une nouvelle grotte (41.42. 53.98).

Entrez dans la grotte et arrêtez vous sur le petit pont à votre gauche, en passant votre curseur par dessus la lave vous devriez voir votre curseur changer et voir apparaitre l'infobulle du coffre perdu dans le temps apparaitre. Appliquez alors votre Huile de lave pour bénéficier d'un bouclier qui contrera les dégâts de lave pendant 25s et plongez tête la première. Si vous prenez des dégâts l'ouverture du coffre perdu dans le temps sera interrompu, sachant qu'il vous faudra 10s pour ouvrir ce dernier. Une fois ouvert vous aurez en votre possession le précieux patron. N'hésitez pas à zoomer au maximum afin de voir dans la lave pour retrouver le coffre.

Go to the cave entrance at 47.54. 46.91 in the searing gorge zone.
Once you enter head to the right and kill all the searing flamewraths until a Huile de lave drops.
When you have it go to the entrance at 41.42. 53.98
Head inside until your on the small bridge.
Look down on the left and you should now be able to mouse over the time lost chest in the lava.
Before you jump in apply the lava oil to your character which provides a 25 second sheild otherwise the lava will break your
cast when you try opening the chest which takes 10 seconds to open.

When opened you will recieve your blazing rapier plans :D

I have been hunting these plans for years after Cata removed the quest from the game. After all these years I can finally complete my Blacksmithing collection! If any developers are reading this, I want to say this is the best thing that has happened to me for years in WoW! Thank you so much! :D

It seems if you have the pattern already, there is nothing to loot inside the chest.

To save folks like me that don't always read the tooltips:

Make sure you apply the oil before you jump, as it has a cast time and the lava will interrupt that, too.

Second note: You can't rez anywhere near the lava, so unless you want to take rez sickness, get it right the first time. :)

~~Tried to get this today 3 times. The chest only gives 5-8 silver per opening and no recipe.~~ You need to have Legion Blacksmithing in order for this recipe to drop. If you go straight from Draenor to Kul Tiran Blacksmithing and skip over Legion Blacksmithing like I did, these plans won't appear in the chest when you loot it.

The restrictions on this scroll appear to have changed. After reading up on the Scroll, it's location, the Chest, the Lava Oil, all the steps required to obtain it, I decided to do some field tests for later acquisition, as the information here indicated I wouldn't be able to Loot or Use the Scroll until I had reached a certain Character Level, and had completed the first Quest for Legion Blacksmithing Level 1.

After Acquiring 12 Flasks of Lava Oil from the Searing Flamewraiths, I located the Time Lost Chest, applied the Oil, dove off the bridge into the lava, swam around the Chest to get a good bearing on facing, location, and Oil effects, then prepared to Hearth out.

On a WHIM, I decided to open the Chest. All information concerning the Scroll and Chest has stated that it is not lootable unless you are Level 98 (100) with Legion Blacksmithing Level 1, and the first Legion Blacksmithing Quest (Strange New Ores) completed.

Imagine my surprise when the chest opened and I insta-looted - Plans: Blazing Rapier.

AND, it is Learnable. On my Level 97 Blacksmith, who does NOT have Legion Blacksmithing, who in fact is only halfway through Pandarian Blacksmithing and can only get to Legion via Mage portal, and the Legion Trainer there has Nothing to say to me. The Tooltip says - Requires Blacksmithing (1), and there is no indication anything else is required. Re-opening the Chest burned through another 3 Lava Oil, to see whether it was a fluke and another Scroll awaited. Alas, it is Soulbound, and the Chest was empty. But I have the first one and another Plan is stricken from the list!

UPDATE: Tested again with a Lvl 89 Blacksmith, NO Legion anything... and looted the scroll. Learnable as soon as I got out of the lava.

Confirmed that Plans: Blazing Rapier is obtainable as of 10.0.5

As user Varinn suggested:
- Enter cave at /way 47.54. 46.91
- Turn right and kill Searing Flamewraiths until Lava Oil drops
- Exit the cave and go to cave at /way 41.42. 53.98
- Follow cave to first bridge
- Look left & down and into Lava pool and see Time Lost Chest
- Use Lava Oil and jump in
- Loot chest and hearth out before the buff wears off
