Highly probable that this is a zone drop chance from any mob in Un'goro Crater for blacksmiths. Confirmed from Ravasaure peau-de-venin.

This item drops for Blacksmiths from mobs in Un'Goro, and starts the quest L’adieu à l’arme. You must be level 50 to start the quest, but can loot the item at lower levels (I found several at level 47).

Picked up the Badly Broken Dark Spear today from either a Ravasaur or a Ravasaur Runner. I was alternating between the two, killed one of each nearly at the same moment, and the Runner fell on top of the Ravasaur. I looted the two bodies and there was the Broken Spear. I had killed 36 Ravasaur's and 13 Ravasaur Runners when it dropped, and I could not use it, the message it posted being "You don't meet the requirements for that Quest", even though I have high-end Blacksmithing at level 88. This is likely because I do not have Legion Blacksmithing yet, as other posters have specified is necessary. The Quest Item itself has no flavor text indicating this, nor is that part of the Error Message. This item shouldn't have that kind of a restriction, as the Original Item the Quest Chain allows you to eventually craft was a much lower-level item than anything in Legion. I'd say Blizzard did a poor job with the execution on bringing back some of the unintentionally-removed Blacksmith Plans.

Level 77 Pally blacksmith. Still unable to do quest for spear or axe. Apparently need legion blacksmithing to start.

Can confirm working correctly in the pre-patch for Shadowlands. Item drop after about 30-50 kills. quest started as it should max level legion Blacksmithing.

Dropped at 4th Ravasaur kill at southeast Un'Goro.
My legion BS was only 15 when the item dropped.

Dropped from the 3rd stone guardian on north of Un'goro.
The guardians are a better farming mob than ravasaur imo for dropping more valuable items
