This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: L’Alliance de Lordaeron
Location: Head to the Violet Citadel, the largest building in Dalaran located on the west side of the city. As soon as you enter the building, the book is located on the first bookshelf on your right.

Available for picking up in the NEW "Love is in the Air" event.
As Alliance I picked this up on the banks of Olivia's Pond while doing "The Gift of Relaxation" quest.

I am assuming the whole list of books offered in retail patch 7.2 found around Dalaran (broken isles), is randomly available according to spawns, since this is the second rare book I picked up while doing this quest on two different toons.
