This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head over to Simply Enchanting. As soon as you enter the building, you should see Enchanteur Nalthanis straight ahead, commonly enchanting at his desk. To the left of his desk, there's a small cupboard with a portrait of a forsaken woman above it; the book spawns on the lowest shelf of this cupboard.
