"No valid targets." - While you are on the quest Seeking Lost Knowledge, this item doesn't do anything by itself. Technically you could click on it near one of the glowing wispy "Remnant of Lost Knowledge", but it's probably easier just to click on the glowing wisp when you walk up to it. This bag filler goes away when you turn in the finished quest to Khadgar.

I used my AK Compendium Volumes 1-VI BoA item (AK 30 catchup item) today and the game said it removed The Seeking Lost Knowledge quest. However I still have this item in my bags. I have plenty of space on this alt but I can safely say that it is not needed for anything else since it got removed after I completed this quest on my main character.

This item belonged to the quest Seeking Lost Knowledge, which has now been removed from the game. If you are like me and have had this sitting in your bags forever, it can now be safely deleted.
