I have had pretty good luck at the 'Impsorrow Approach' on the Broken Shore. Pick-pocketing the Felguard Legionnaire patrolling mobs in the area gave me three of these. It is possible that it was just broken RNG, but they all dropped relatively quickly ~ 10 minutes. Worth a try. (Each worth 20,000 CoA).

This item is a nod to horology and watch enthusiasts.

A tourbillon, pronounced tu·be·on, is a watch complication designed to increase the accuracy of mechanical watch movements. It works by cancelling out the effects of gravity by putting the balance wheel and escapement inside of a rotating cage. They're only found in very high end watches in the $50,000 and up price range. A chronometer is simply a very accurate time keeping device, not necessarily a wrist watch. The most accurate mechanical chronometers today are certified to within an accuracy of +6/-4 seconds per day.

The irony is that most watches equipped with a tourbillon are usually never certified as chronometers, the complication makes them much less accurate. The reason they're so expensive and rare however is because a tourbillon is very difficult to make, and they're beautiful to look at.
