Just tested, it does NOT transfer between runs. If you get it during a scenario, it will disappear when you leave that scenario.

Just in case if you are looking for more of those you can always kill rare mobs which is Glacepoing, Festin-de-Sang, Scinde-les-os, Briseglace, Dregmar Marquerune

The "The Deaths of Chromie" text states that it can only be available inside the instance.
Other examples of this are Clé du gardien noir, Clé de coffret à relique and others which are all instance specific and state their instance name on the item.

If you leave the instance, for any reason, they will disappear.
Thankfully, dying ports you back to instance zone in point and there is no run back (as that would be considered "leaving the instance". example: the keys in BRD which disappear after death).

While it's extremely unlikely to encounter them during normal gameplay, buffs provided by this item do have stack limit:
Temps volé caps at 100 stacks (1000 seconds or bit over 15 minutes)
Ailes du Vol de bronze caps at 10 stacks (100% bonus unmounted movement speed)
Cuir du Vol de bronze caps at 9 stacks (90% damage reduction)
Both Crocs du Vol de bronze and Faveur du Vol de bronze cap at higher values than I care to aim for, I got them to 39 and 28 respectively and decided to stop there.

My way to farm 8-12 Sables du temps in around 2-3 minutes:
( Sables du temps can obtain Portefeuille perdu dans le temps for the two Pets Drake bronze sans âge and Proto-dragonnet de bronze )

You have to enter the scenario and enter the very left portal "The War for Andorhal".
To obtain the portal you have to do:

Kill Plume émeraudine for 24 Plume émeraudine and Flagellant émeraude for 30 Fibre tordue
Combine these into 3 Attrape-cauchemar to enter the Emerald Nightmare, and defeat all 6 Tourmenteur de rêve (2 per Ancient).
Defeat Thalas Vyleronce by the skull/hand statue.
This boss drops Éclat de temps resplendissant to start Éclat de temps resplendissant and unlock the Andorhal portal back at Wyrmrest Temple.

Once you've entered the portal accept the Quest from Chromie Coups de canon à foison to get one more Sables du temps .
Afterwards fly straight to kill (each marked with a star on the minimap) Roobi Manivolt , Talessah Chanvre-Peau , Gro'thogg , Trame-sort Jakunda and Apothicaire Tillings .
They drop around 1-2 Sables du temps each. Be aware, sometimes there are Coffre du temps directly close to those NPCs. Which also obtain 1-3 Sables du temps .
Kill the canon to complete Coups de canon à foison and turn it in.
Do not forget to open your Sables du temps , they will disappear if you leave the scenario.
Right click your portrait to quickly leave the scenario.
Speak to Chromie again and repeat the steps till you have your two pets. :)
