This is one of the BFA enchants for weapons. Others include:

The Torrent of Elements has a PPM of 1 per minute with a 15 second uptime meaning it's worth a 2.5% increase to your elemental abilities.
(In practice, I have seen the uptime to be closer to 24% in my logs meaning it's worth a 2.4% increase to your elemental abilities)

Siphoning provides a flat 100 leech which is equal to 2.5% leach at max level

Gale-Force Striking has a PPM of 2 per minute with a 15 second uptime meaning it's worth 7.5% increased attack speed

Coastal Surge has a PPM of 3 per minute healing for 1616 every 2 second for 10 seconds each time equaling 404 HPS increase without crit and overheal so to find your effective HPS increase take the 404 and multiply it by your crit chance and then multiply the adjusted number by your average overheal of the spell.
(1 - Overheal %) * (404 * (1 + Crit %)) = Final effective HPS increase

The PPM for these enchants are about 6 / minute based on the information in the game.

When looking at Simcraft though the average uptime for each stack of the buff are (over a 5 minute fight):
1 stack = 17.5% average
2 stacks = 17% average
3 stacks = 16.5% average
4 stacks = 16% average
Final stack = 17.5% average

This equates to approximately:
1 stack = 8.75 of the stat given
2 stacks = 17 of the stat given
3 stacks = 24.75 of the stat given
4 stacks = 32 of the stat given
Final stack = 105 of the stat given

Totaling an effective 187.5 of the stat given based on the PPM.

For classes like Demon Hunter, Rogue and others with 2 weapons that you can enchant. Here is what the difference looks like if you use a different enchant on each hand vs the same on each. (These numbers are based on 60,000 iterations over 6 different classes in Simcraft)

1 enchant on each:
1 stack - 18% average uptime - 9 of each stat effective
2 stacks - 17.5% avg uptime - 17.5
3 stacks - 17% avg uptime - 25.5
4 stacks - 16.4% avg uptime - 32.8
Final stack - 18% avg uptime - 108

Total effective = 192.8 of each stat

2 of the same enchant:
1 stack - 12.5% avg uptime - 6.25 effective stat
2 stacks - 14.6% avg uptime - 14.6
3 stacks - 14.5% avg uptime - 21.75
4 stacks - 14.25% avg uptime - 28.5
Final stack - 31.5% avg uptime - 189

Total effective = 260.1 of the single stat

This means that unless your secondary stats are skewed to the tune of one stat being .65 (normalized) greater than the next (ie. if primary stat is 1 and haste is worth .85 and the next best stat is mastery at .20 with crit and vers at 0.19 or lower) then it's better to take two separate enchants on your weapon.

It increases melee attack speed only, so no use if you're a caster.

I've found the BFA enchants very useful for levelling alts. I'll make an heirloom weapon with my enchanter, throw a BFA enchant on it and mail it to the low lvl alt. The chant scales as your level increases and it's only 1 chant used through the whole levelling process. Same goes for the ring enchants of course.

As of patch 9.2.5, applying this enchant requires the target item to be at least item level 35. For heirlooms which scale with level, this means the character applying the enchant needs to be at least level 30.

Verified that the enchant was usable by a level 1 bank mule, but I could not apply it to any heirloom weapon as it would give a message that the target item is too low. I then leveled an alt and tried to apply the enchant every time I leveled which did not work until I hit level 30.
