SKINNED ONLY, not dropped. I found some doable at lvl 116 in Xibala (Zuldazar) just a bit east of the boat drop point.
Xibalan Ravasaurs and Xibalan Saurids. The Ravasaurs tend to run in 2's and were 46k each. The Saurids run in 3's and were less each, but usually dropped the same number of steaks when skinned.

These seem to drop exclusively from dinosaurs. Practically every dinosaur in Nazmir and Zuldazar will drop this.

Here's a list of the beasts they've dropped from for me by general type: pterrordax, saurid, raptor, saurolisk, leguaan, diemetradon, dazarian stalker, ankylodon, direhorn, fathomjaw

Reagent ONLY for the Galley Banquet, and drops everywhere constantly. So, expect to have stacks of this largely useless reagent while you farm the rest of the mats for the banquet. >.<

As has already been said, these are basically useless. Unless we get a basic cooking recipe using them (dino steak and chips perhaps?), these will quickly become this expansion's teeth and claws: worthless trash items that either get vendored for next to nothing or hoarded all expansion in the hopes they become useful *glances at thousands of teeth cluttering up reagent bank*...

People on my realm are selling these on AH for LESS than they can be sold at vendors. I have no idea why, there are several stacks for 4~5 silver/unit!

As of patch 8.1, these are now used for the 150-stamina food Steak assaisonné avec des patates and a new 85-primary-stat food, Boudin de Boralus. So there's finally a good use for them!
