So it would seem that this is gonna drop from some sort of mob now. Seeing as it used to be taught after you turned in Onyxia's lvl 60 head if you had leatherworking. I actually have a couple heads across various toons that I never turned in.

Though you cannot get the actual recipe anymore, you can still learn how to make the cloak as of 5.4.1

Alliance:

Get and learn Tête d'Onyxia from either 10 or 25 man Repaire d’Onyxia.
Turn the head into Zardeth de la Griffe noire in the basement of the Slaughtered Lamb of the Mage Quarter in Stormwind.
Once you have turned the head in, go to the Valley of Heroes out in front of Stormwind and speak to Major Mattingly.
Accepting Le voyage commence à peine will teach you Cape en écailles d'Onyxia

Get and learn Tête d'Onyxia from either 10 or 25 man Repaire d’Onyxia.
Turn the head into Arnak Lamefeu located in Orgrimmar's Cleft of Shadow, next to the entrance to Ragefire Chasm, in the hut.
Once you have turned the head in, go to the Orgrimmar General Store, near the gates of Orgrimmar, in the Valley of Strength and speak to Suzerain Natoj. He is standing in front of the store.

This does not seem to be attainable in 10.1. The instructions above from 5.4.1 do not seem to work.
