It seems you need to complete some of the quests in the area (maybe just the first?) before you can take the quest from this item. Once I had completed the chain (ending with L’Ordre des Braises) from Lucille Waycrest I was able to accept the quest.

If this happens to you, there is a chance that you won't be able to turn in the quest since Lucille is no longer there but you can find her at Arom's Stand just southwest of there.

You can start this quest as soon as you turn in Un petit détour.

It drops for Horde characters too. But if i try to use it on my horde pandaren monk the game says : Wrong race.

Well, that's friggin' annoying. WHAT are the requirements I don't meet?

(Later edit) It's more a general annoyance.When you find random crap that should give you a quest Instead of just going 'Screw you', it should give you some sort of hint as to what you're missing. "You can't do this completely unrelated quest until you've finished this totally different one" is just irritating.

Some quest items of this sort have "X may be interested in this", so even if you can't do the quest right now, you at least know what related person you need to deal with. The game's recent insistence on "Go read Wowhead" is just annoying. (It literally says that in one of he 'help' files somewhere.)
