You can find this at the "Snug Harbor Inn" in Boralus, in Tradewinds Market, next to Wesley Rockhold. It's about 73.92, 12.86. For Alliance, from the portal room, go out and hang a left until you come to the first set of stairs. You'll have to go left again for the second set of stairs, where you should see a pair of cellar doors in front of you, and a radiating purple light off to the right (the transmog vendors). Run east past the transmog, to the next vendor, up another small set of stairs. Welcome to the Snug Harbor Inn, where you'll find Wesley, with a jar of pickles to his left, next to the candles.
