The Platinum Map quest can be started in any zone.
You just need to farm Platinum and there is a chance to get Carte de platine item from every Platinum node.

I think that the best place to farm Platinum is Stormsong Valley

To complete this quest you need to find Ta'mil Nadu in Vol'dun
/way Vol'dun 27.44 70.19 Ta'mil Nadu
He is south of the Terrace of the Devoted in small cave in the mountains.

* Drop items can drop from related herb in multiple zones. Farm the herb in any zone you want. I provide the recommended zone.

I was able to pick this up from a normal Platinum Deposit at 142/143 Mining skill in Vol'dun but I was not able to accept the quest.

Please note that you need 150 base BfA mining skill in order to accept this quest.
If you get a "You don't meet the requirements for this quest" error message while trying to start this quest, you probably have an item that boosts your mining skill like the Pioche de mineur or a Couteau de l'armée gnome for example, and your actual (unboosted) mining skill level is still somewhere between 140 and 149. Just gain a couple more skill points and you should be able to start the quest.
