This is the reward for the "Scouting Report: Grimwatt's Crash" follower mission. You can only get this by buying it from Vindicator Jaelaana and in order to buy it you must be honored with 7th Legion. It will cost you war resources not gold. Upon finishing the mission you get the first quest that leads you to Nazmir to go to the spot that will give you a new flight path and outpost with Inn keeper, trade supplies/repair vendor and cooking supplies vendor. Located below the Terrace of Sorrows on map it is the path that goes to the left toward Vol'dun to the right is the Heart of Darkness.

I picked up this and Rapport de reconnaissance : grotte Voilée at the same time and headed to Veiled Grotto first, then jumped off the side of the mountain near the Veiled Grotto and used a Goblin Glider to float straight down to Grimwatt's Crash.
