To get to Magni as Horde do the following:

Go to the Great Seal in Dazar'alor, the Innkeeper is a good reference point. (48.57, 71.33)
Go into the portal room to the East of the Innkeeper in the Great Seal and take the Silithus portal (73.17, 85.50)
Once in Silithus, you'll see Magni and a blue "?" on the minimap (42.40, 44.29)

I can confirm that you cannot get the necklace upgrade quest if you manage to get enough of these from Island expeditions to get to friendly+ with CoA before hitting 120.

In case anyone was confused like I was, you must be in the NEW Silithus phase to see him, not the OLD phase (pre-wound)

He is located just slightly north of the 9 o’clock position relative to the giant sword in the center (if you are coming from someplace other than the direct portal)

At level 111 you can't seem to accept the quest, even if you get this item to drop.

For clarity, this can only be turned into the Magni OUTSIDE the heart chamber, the rep vendor version. I didn't even think about the difference; I'm so used to sprinting into the chamber, but once in there he just yells at me to kill N'zoth. Which like, get off my back dude, it's on the docket.
