After you collected Contes des Loas : Bwonsamdi for the first time you can always read it in you main hub.
Horde players can read it in the Halls of Chronicles - Dazar'alor- The Great Seal

Note that if you are alliance you will have to do the 7th Legion quests for the area before its visble, before that there is a rock in its place.

For those without Tom Tom, it's due South (not North) of The Necropolis. When looking south, along the broken bridge leading to the island, it's on the right, propped up against the broken pillar (as in the 2nd screen shot).

If you are Alliance, you need to have completed the War Campaign as far as Mort au prince de sang (after spying on the Horde using the Invisibility potion) as far as Rencontre ruineuse.

While u are @ 42 40 (Zobal Ruins) Look north
take stairs down,
As soon as road ends in water, keep walk till the next part of the bridge out of water.
Go little bit further, Stop
turn left (near a broken wall) u see the the damn thing you are looking for.

From Zo'bal Ruins looking toward The Necropolis, walk on the collapsed bridge until the first ruined pillars and look at the pillar to the LEFT. I hope you see this post first so you don't spend 20 minutes of running around.
