This is different from the green-quality version. As far as I can tell, this white version does not spawn the rare. I've been sitting here tossing this version of chum over and over and only getting more skittering eels.

On the green version's page there is a comment suggesting the pool has a cooldown before the rare will reappear. It's possible the rare had already been spawned and I could not tell.

Perhaps it's a way to farm Moist Fillets? I'm getting decent drop rate.

over time you can get the green drop of Chum from the regular 5 min duration ones.

To spawn the rare Vor'koth, keep tossing chum into the water. The green pool will turn red the first time, then start getting bigger and bigger. Each chum toss will spawn one or three Skittering Eels. Interrupt/stun their electrify cast, or outrange it, or they'll chain stun you when you get a group of three. It took 10 chum tosses from the green pool to spawning him.

Make sure not to do this alone if you're in War Mode. You'll waste your chums.
