At level 120, 1000 of each combat rating provides the following:
*(note this item only gives 1000 to one secondary stat, not 1000 to all four secondary stats)

13.89% Critical Strike
14.71% Haste
11.76% Versatility

Mastery gained depends on spec, as each spec has a different amount of rating required per 1%.

For example, 1000 Mastery rating grants a Fire Mage 10.42% Mastery, and an Arcane Mage 16.67% Mastery.

Alternatively, click the spoiler to calculate your own spec's Mastery ratio.

#1. In the character pane, mouse over your Mastery to display the tooltip. Look at the bottom, where it shows your rating and in brackets how much mastery your rating grants (this excludes the base mastery value).
e.g.Mastery: Savant
Passive
Increases your Mana regeneration rate and maximum Mana by 20.3%.

Arcane Charges increase the damage of Arcane Blast by an additional 10.1% and Arcane Barrage by 5.1%.

#2. Take these final two numbers and divide them (do not convert the percentage into a decimal).
(Mastery Rating / ) = Spec Ratio |►| e.g. Arcane: 642 Rating gives Mastery |►| (642 / 10.70) = 60 |►| 60 Mastery Rating = 1% Mastery
#3. Divide the rating granted by this item with the spec ratio for the result. The result is the percent gained.
(1000 / Spec Ratio) = Mastery gain from 1000 Rating. |►| e.g. Arcane: (1000 / 60) = 16.67~ .

I'm guessing there is a catch to it. For reference, the Flasks you currently get give you 238 in your main stat and 357 in Stamina. Currently among my circle of friends, the main stat has been outstripped by secondaries, so secondary stats are already pretty strong. If they were going to be the 'resusable flask of the expansion', this is clearly much more powerful giving 1000 in a secondary, at random (making it frustrating if used in competitive content).

My personal guess is that this is an open world buff you can use, since it mentions Kul'Tiras and Zandalar. I'm guessing this doesn't work in instances. It also probably won't work in Nazjatar coming in 8.2 (unless they update tooltips) or whatever 8.3 is going to give.

On the PTR, I obtained this after completing one of the new Une attaque de Nagas ! World Quests.

This is NOT a normal item. After completing the world quest, the item showed as going into my inventory, but when looking in my bags it was not there. I then noticed that I had the 1hr buff Perle de mana instable active.

So, this appears to be just an instant buff you get after completing a specific WQ. Its possible this can also be obtained from other sources but unknown right now.

It seems that this is a new item in 8.1.5 that you can get from doing the new naga world quests that pop up. A very neat touch to make outdoor zones a tad more interesting!

Just verified on Live:
1. Completing the quest immediately gives you the 2 hour buff- as stated from PTR it is NOT an item. (Conveniently it gave my frost DK Mastery, but since I've only done it once I can't yet confirm if this is random or selecting highest stat).
2. The buff DOES persist through death.
3. The buff ticks down in real time. This was a bit disappointing, as I had considered going to get it on a few alts to have for questing tomorrow when I have more time. An extremely good buff, but don't waste your time if you just want it for later. The quest I did ALSO awarded 80 resources, so it may still be worthwhile even if you won't get much chance to utilize the buff.

This is a buff cast on you upon completion of the new Naga Attack! world quest in 8.1.5 It stays on you after you die. It ticks down in real time, whether you are online or offline. It does not work in raids or dungeons, only outdoors. The duration of the buff is increased to two hour if you can make Zandalari Alchemy Flasks.

As already said, this is a BUFF that you get on completion. So... go do the quest for it just before you want to do a whole bunch of dailies in an area or something like that. Remember, it ticks off in REAL TIME not game-time so you can't save it up. Still, it makes doing the Zandalar dailies a whole lot easier if you get the right buff!

He saw the quest and was elated.
+1000 to one of 4 stats! What an awesome item the Unstable Manapearl would be!
He had 6 120s as his life is, well, non-existent. Anyway, I (I mean he because it's a friend I speak of. Yea, not me, just some dude. I am to busy selling Bridges ;)

SO... He had 6 120s so he was stoked about this item and decided to snag that Pearl on ALL of them!
"Hell yes!" he thought, "+1000 here I come!" was his war cry as he went to the World Quest, one by one, as he had to go there anyway because 2 of the three Emissary WQs that day were partly in the same zone. What luck!

Two or so hours later after going through his 120s (sidetracked by bacon and eggs at some point) he finished up knowing he would have an epic item that would, on demand but probably with a cooldown, grant him unholy god-like power!

He hopped back onto his main who discovered this fantastic, revolutionary, game-changing item prepared to wreak havoc upon the land with a newly found ferocity that can only be described as GOD-MODE!
He looked in his bag for the but did not see it nor was he buffed in any way when he looked at his portrait.
O,o "But... But, How can this be?" he wondered as he suddenly remembered his 4th grade teachers name for absolutely no apparent reason.

He decided to look the item up on Wowhead and... Then, ahem, um... called Me to write a comment about his experience. Yup, just called me up out of the blue because it was NOT ME who this happened to! Nope.

The moral of the story:
DAMN >< I feel sorry for my, um, friend who, after doing the math someome else posted in this thread realized that the +1000 equaled only 12 more of his Mastery anyway. Man, poor guy!

This buff WILL persist if you port to a non-BFA zone... so, for example, you can hit up the Darkmoon Faire to top off your XP buff without fear of losing this one.

What a bummer! So I was just about to sign of for the day (had an early start the next day), when I thought, hey, let's get this pearl. 1000 points sounds great, I can use it on tomorrow's WQ.
Well, yes, I got it but it started to tick down and also while I was getting my well deserved sleep. Sigh!

When I received the buff, it said 2h obviously for 2 hour duration. I logged out for 15 minutes, logged back in and the buff was down to 59m... that is garbage. I have had the buff disappear after logging out before and I was not logged out for 2 hours. It is stuff like this that pisses me off about the programming.

Unfortunately, like most other buffs, this is cleared when entering a ranked Arena match or Arena Skirmish (as well as other Arena-based Brawls).

Unfortunately, this thing is based on Blizzard's EVIL RNG scheme, so whichever is you least useful secondary will likely get the boost....
On top of this, it seems to continue to tick while you are logged out. WHAT A RIP!
