Get this item after combining the 3 parts - 30 Hardened Springs, 10 Tempered Plating, 5 Machined Gear Assembly from the mobs in Junkwatt Depot.
Hand it in close by and it seems to become a repeatable quest which rewards 150 rep with Mechagon faction (at least the first time it did) and a bag containing parts you can find all over the island. Mine contained 105x spare parts, 1 empty energy cell and an energy cell.

I can also say that 150rep is given only the first and second time you turn this in, after that, the only reward is the crate.
This resets daily.

Noobii, once you have them, just right-click on any of them. If you have all of the components, it will build the bundle.
