I have the first rank and all the necessary reagents to create rank 3 which is showing up in Pascal's menu, but the "create" button is grey. Reading other posts it seems you have to kill last boss a second time during a separate lockout week to get the blueprint to drop. It is odd that the option to build it shows up before I ever get the blueprint. Most items only showed up AFTER I got the blueprint. I dislike ambiguity.
