Literally the only recipe I'm missing from the meta achievement, have done all things everyday since the release of mechagon and this still hasn't dropped yet.

UPDATE: Almost a month later and I still don't have it yet, I'm considering making an altar of worship for the Blueprint: Blue Spraybot and making multiple sacrifices to our lord and savior rngesus.

I'm 99% sure that this doesnt exist. Killed Trogg every day since Mechagon came out and killed Anomoly everytime it was up, no drop.

TLDR: Do not bother farming Crazed Trogg for this blueprint! The rare Data Anomalies have a much higher drop rate!

You can farm the blueprint from the rare Data Anomalies with within 4 days on average. In comparison, if you only farm the Crazed Trogg, the blueprint drops within 86 days, on average.

Farming the rare Data Anomalies requires a little set up, but the much higher drop rate makes it very much worth it.

How to Farm Rare Elite Data Anomalies

Check if Archiviste Mégaoctet is in Rustbolt today. (If he's not, you can't progress to step #2. Try again another day.) /way #1462 71.8, 36.6 Archivist Bitbyte
Complete Archivist Bitbyte's daily quest Les disques de Norgannon. (This quest requires you to kill a non-rare Data Anomaly which does not drop this blueprint.)
After completing the daily quest, obtain these four items before the next daily reset:
Cylindre numérique fêlé drops from trogg NPCs around the island.
Grand fragment de stockage drops from mechanized NPCs around the island.
Disque couvert de rouille drops from Paol Pêchemare and recycling requisitions.
Disque de données carbonisé drops from Paol Pêchemare and recycling requisitions.
Accept the quests from all four items.
Go to L3CT0R: /way #1462 63.4, 56.8 R33-DR
Speak to R33-DR and select one of the dialogue options: "I have a ."
A rare Data Anomaly will spawn in front of R33-DR. Kill it, loot it, then ABANDON the quest that is now marked complete. DO NOT TURN IN ANY QUESTS TO R33-DR.
Repeat steps 6-7 for the other three items.
At this point, you should have looted four rare Data Anomalies (one spawned from each item), ABANDONED all four quests, and still have all four items in your inventory.

If you've completed the above steps correctly, you can now farm the rare Data Anomalies on any day, whether Archivist Bitbyte is visiting or not! Just repeat steps 4-9 after the daily reset.

Important Points:

The four items will only drop on days Archivist Bitbyte is visiting, and after you've completed Les disques de Norgannon.
If you didn't get one of the four items on the last Archivist Bitbyte day, you'll need to wait until the next day he visits, and complete Les disques de Norgannon again before it will drop.
The drop rates for the four items are much higher than what is indicated on their Wowhead pages.
Rare and non-rare Data Anomalies spawn in the same location. Only rare ones can drop the blueprint.

What are Rare Data Anomalies?

There are seven different rare Data Anomaly NPCs, all elite. All seven can drop this blueprint. The rares can only be spawned by talking to L3CT0R with one of these four items:

Cylindre numérique fêlé spawns Hogger or Razorclaw the Butcher.

You do not need to loot all seven NPCs to maximize your chances of obtaining the blueprint. You only need to loot one Data Anomaly spawned from each item, each day. (If you spawn a second Anomaly from the same item, it will not drop loot.) If you lose track, this macro indicates which rare Data Anomalies you can still loot today, and the item they spawn from:

Each line in this macro's output indicates the item and the NPCs it spawns. CNC_Hogger_OR_Razorclaw = Cracked Numeric Cylinder which spawns Hogger or Razorclaw, etc.

Slow & Lazy Method: How to Farm Rare Elite Data Anomalies

Instead of getting the four items yourself, you can alternatively farm the rare Data Anomalies on Bitbyte days, when other players have spawned them. This was very easy during BFA, but with far fewer players visiting Mechagon now, you might be waiting around a lot for someone to spawn them. I don't recommend this strategy anymore.

In the fast method, you farm the four items to spawn the rares any day you want. In this lazy method, you don't farm the four items, and instead you're reliant on other players turning them in. And if it's a day Archivist Bitbyte is not visiting, you might be waiting a very long time for another player to turn in the items. (And considering the time you will spend waiting, you might as well farm the items.) Assuming you loot all for rare Data Anomaly groups only on days Bitbyte is visiting (1 in 7 days on average) you have a 50% chance of obtaining the blueprint within 28 calendar days.

Rare and non-rare Data Anomalies spawn in the same spot. Only rare ones can drop the blueprint.

The Rare Data Anomaly Loot System

As Dragonkin451 discovered here, the rare Data Anomalies have a unique loot system. You have only four chances per day to get this blueprint from rare Data Anomalies, despite there being seven rare Data Anomalies.

Like other rares, you will only receive loot on the first kill of each day; however this "lockout" is shared between the two rare Data Anomalies that spawn from each item. If you've killed a rare Data Anomaly, you can't loot the other one that spawns from the same item on the same day. Looking at the item list above: for example, if you've killed Hogger today, Razorclaw won't drop loot because he spawns from turning in the same item. Baron Geddon is the only Data Anomaly that does not share a loot lockout with another.

Use the above macro to determine which rare elites you can still loot today. "Complete" means you have already looted one of the NPCs in that group, and neither will drop more loot. "Incomplete" means you can still loot either one of the listed NPCs in that group (but only one).

Do I need to farm the items that spawn the rare Data Anomalies?

You don't need to, but it is much faster if you do and use the "fast" method above. Anyone can tag and loot the rare Data Anomalies once spawned, not just the player who turned the item in. You can simply camp out at the spawn point on days when lots of players are turning in the items—which is typically days that Archiviste Mégaoctet visits.

How frequently does Archivist Bitbyte visit Mechagon?

Archiviste Mégaoctet has a 1 in 7 chance of appearing each day, changing with the daily reset. You'll see him, and be able to loot the four items from NPCs around the island, roughly once per week on average.

Can I turn in the items on days that Archivist Bitbyte is not visiting Mechagon?

Yes. If you already have one of the items, you can talk to R33-DR, and it will spawn a rare on any day. But the turn-in items will not drop on days Archiviste Mégaoctet isn't visiting.

Should I farm the Crazed Trogg too?

Crazed Trogg is the one other NPC that can drop this blueprint, with a much lower drop rate (~1/10th of the rare Data Anomaly drop rate). I recommend only farming Crazed Trogg if you still need to acquire his other drops; it is really not worth farming him for only Plan : Pulvérobot bleu. Crazed Trogg's other drops are:

Assuming you loot all four rare Anomaly groups, you have a 19% probability* to obtain Plan : Pulvérobot bleu on a given day, in comparison to 0.7% for the Trogg.

Let's assume you only kill the four rare Anomalies once per week, which is approximately how often Archiviste Mégaoctet visits Mechagon. That means you have a ~19% probability to obtain the blueprint from Anomalies per week. In comparison, if you farmed Crazed Trogg every day, you'd only have a 5% probability* of seeing it drop after a week.
